Bute & Cowal

· Cowal

The Cowal Housing Study estimated that 870 houses fall below the tolerable standard, and highlighted particular needs in Kirn. The Argyll & Bute Council Housing Plan indicates need for action in Dunoon and the encouragement of households in rural Cowal to apply for grants. The GP practices in Dunoon indicated poor housing was an issue in the town amongst elderly and disabled patients. The Community Council in Lochgoilhead highlighted 18 elderly households living in poor housing conditions. Bute HA also suggested Dunoon, Lochgoilhead and Tighnabruaich as areas with poor housing conditions and high elderly populations.

· Bute
The Housing Plan suggests that serious problems of disrepair exist in Rothesay and Port Bannatyne, with much of the problem concentrated in the private rented sector. This supports the findings of the Bute Housing Study that also highlighted poor housing in Kilchattan. Bute Housing Association and Bute Community Links also emphasised the concentration of poor housing conditions on Bute in the private rented sector and in tenemental properties.

· Priority Areas
The Feasibility Study recommended the following as priority areas for Care & Repair: Kirn, Rural Cowal (Lochgoilhead, Tighnabruiach, Kames, Carrick and Colintraive) Rothesay & Port Bannatyne and rural estate and private rented sector housing.

Housing Conditions/Need for Improvements

· Oban & Lorn

The Oban & Lorn Housing Study suggested that poor housing conditions are a particular problem in the Slate islands of Seil, Easdale and Luing, where 40% of households are elderly. Tenemental property in Oban is also a priority Local GPs suggested that there was a problem with poor housing conditions in Connel, Appin, Taynuilt and Dalmally. The Housing Plan notes that there is a higher incidence of disrepair and BTS in the rural areas and the islands of Lorn.

· Mull & Iona
The Argyll Islands Housing Study suggests that Mull has a serious problem with BTS and housing in disrepair with a particular concentration of BTS in the Ross of Mull. The Study notes the very high elderly population in areas of poor housing conditions and suggests that BTS is particularly concentrated in elderly households and crofter households.

The Housing Plan agrees that there are still considerable problems of serious disrepair and BTS properties. It is proposed that substantial investment will be required to alleviate the problem.

· Coll & Tiree
The Argyll Islands Housing Study highlights Tiree as having a persistent BTS problem. Despite the work that has been carried out through the Housing Action Area status. Tiree Forum on Disability have suggested there is a particular problem with houses on Tiree which have been improved but where the work was not of a sufficient standard and now requires to be redone. This point was also raised by the Tiree GP who thought that some houses could now do with a re-do.

· Priority Areas
The Feasibility Study suggested the following priority areas: Rural Lorn, Mull, Lorn Islands (Seil, Easdale and Luing) and rural estate and private rented sector housing.

Mid Argyll, Kintyre, Islay, Jura & Colonsay

Housing Conditions/Need for Improvements

· Mid Argyll & Kintyre

The Housing Plan suggests that in rural parts of Kintyre there are a significant number of properties supplied by private water supplies, which inflates the BTS figures. The area it contends suffers more from disrepair than BTS housing. This is supported by local GPs. There is an expectation in the Housing Plan that Campbeltown will begin to show signs of physical deterioration in its housing stock.

· Islay, Jura & Colonsay
The Housing Plan highlights the improvement work which has been carried out on Islay in the past twenty years, but suggests more may have to be done on Jura & Colonsay.

On Jura the District Nurse highlighted several households living in poor conditions or in desperate need of adaptations to be able to use their entire house. The Colonsay GP gave examples of 4 elderly and disabled households who he considered were living in BTS housing. This is supported by the Colonsay Housing Study that indicated up to 14 elderly households were living in BTS housing.

· Priority Areas
Jura, Colonsay, Rural Kintyre (Muasdale, Carradale), Gigha, Inveraray, Rural Private Water Supplies, Estate and Private Rented Sector Housing.
