Strathfillan Community Development Trust Housing Allocations Policy

Clause 4 from the Memorandum & Articles of Strathfillan Community Development Trust states that:

The Trust aims: "To provide or assist in the provision of housing for persons within Strathfillan in necessitous circumstances and/or housing adapted to meet special needs of persons suffering mental or physical disability, illness or impairment or old age".

Aim: The Trust intends that its housing stock be used to provide affordable rentals to local people in need.

To identify priorities in applications a points system will be used

· Applications will only be accepted from full Trust members, who have submitted a letter of intent.
· In the event of a joint application the higher points applicable to one individual will be used.
· Applicants must not be debarred from any other housing agency waiting list, Local Authority or otherwise, and must not have outstanding arrears of rent. References will be sought.
· Applicants offered a tenancy may view at any appropriate time. Offer of tenancy must be accepted within 3 working days.
· Applicant's list will indicate people with a current interest in houses. Points will only be allocated when a house becomes available.
· All information obtained by the Trust relevant to applications will be held in confidence. Your rights are subject to the Data protection Acts.
 
 
   
5.1.

Priorities will be determined by the following factors:

Unintentional homelessness.
Having satisfied the Housing Group of the validity of their circumstances; a homeless person will be allocated the first suitable house.

 
  Living in tied accommodation
  Living in shared accommodation, i.e. with parents or staff accommodation
  Living in a caravan with full facilities
  Living in a caravan without one or more of the following:  
  Cold Water, Hot Water, Electricity, WC, Bath or Shower
     
  Sharing or not having a:  
  Living Room
  Kitchen
  Bedroom
     
  Dependants living with applicant.  
  0-4 years
  5-16 years
  17-59 years
  60+ years
     
  Length of Trust membership:  
  For first full year
  For each subsequent month
     
  Continuously resident in Strathfillan pre 1987
  Continuously resident in Strathfillan pre 1982
 
6.1. Appropriate use of housing
4 apartment houses will only be allocated to applicants with two or more dependants
3 apartment houses will only be allocated to those who differ from above
 
7.1. Unforeseen/Exceptional Circumstances
 
Stathfillan Community Development Trust reserves the right to declare that exceptional circumstances apply to a particular (one off) application or usage of housing stock. In such an unusual and exceptional situation the needs of the community will be paramount and the rationale for decisions made must be explained at the following AGM.
